Il nous a paru intéressant de rééditer ce travail qui n’a pas perdu un ride de sa pertinence mordante. Au contraire, l’ensemble des crises que subit une grande partie du monde depuis 2008 démontre combien la dérégulation sauvage des marchés a entraîné avec elle un cortège de souffrances en accentuant les inégalités, dans un continuum tragique avec ce que le monde non européen avait déjà connu lors de la seconde mondialisation, au XIXe siècle.En ligne : http://www.reseau-ipam.org/IMG/pdf/04_libre_commerce.pdf Libre commerce = développement : un mythe indéracinable ? It argues that it is the ideological basis of policy prescriptions advanced in support of globalization, rather than the increasing global interdependence, that is the real source of controversy and anxiety over globalization. The paper discusses the impact of the neoliberal policies on economic growth, employment, and income distribution, and examines the issue of labour market rigidities from the perspective of industrial as well as developing countries. It argues that developing countries face conflicting pressures: the new liberal policies prescribe liberalization of labour markets, while the organized labour in the industrial countries is pushing for higher labour standards in developing countries. The paper concludes with a section containing ideas on how the process of globalization may be humanized, so that the gains from the growth in incomes and trade are more widely shared within as well as across countries in an increasingly interdependent world. There are promises of new and better jobs as well as concerns over job losses and pressure on wages and labour rights. Factual assessments of the employment and distributional impacts of trade agreements are, however, too often missing. This edited volume tries to address this disconnect between the trade-andemployment linkages in public debates and the relative absence of factual assessments of the employment and distributional implications of trade. The publication is an outcome of a joint project of the European Commission and the International Labour Office on “Assessing and addressing the employment effects of trade”. This publication has three objectives: First, to fill knowledge gaps by taking stock of the existing evidence on trade and employment with a focus on work using recent methodologies and datasets and on work that pays special attention to the functioning of labour markets. Second, to contribute to the design of tools that governments, social partners and experts can use to evaluate the employment effects of trade. And third, to contribute to the design of policy mixes that promote open markets whilst at the same time promoting quality jobs with adequate levels of protection.
