At least since 2001, Shell may have been using Switzerland for tax purposes. In 2005 for example, the company shifted ownership of its brands and trade marks to a Swiss-based subsidiary, Shell Brands International AG. Research conducted for this report indicates that Shell has eight subsidiaries in Switzerland, most of which are not involved in productive activities. The main purpose of these entities is trademark management, ?nancial services, internal insurance, and trading activities for Shells worldwide oil and gas operations. Shells presence in Switzerland potentially allows the company to avoid paying a signi?cant amount of taxes in developing countries because Shell is able to exploit the speci?c advantages of the Swiss ?scal system to lower its pro?ts in developing countries, leading to lower tax payments there. The report concludes by making recommendations to Shell, including that the company should implement full country-by-country reporting, to live up to their claims of leadership in tax transparency. Policy recommendations are also made to the Swiss Government and to the European Union to end the facilitation of aggressive tax avoidance by multinational corporations. Several of the petroleum corporations are now recognizing their responsibility and seeking to develop new policies. This study is the first comprehensive description and analysis of the role and policies of transnational corporations with regard to human rights. They explore the nature of the challenge major petroleum corporations are facing, the demands set by the international community, and the soulsearching responses within the corporations. Mais rien n'empêche cette entreprise d'aller exploiter les gaz et huiles de schiste ailleurs, en Europe et dans le monde.
Second opérateur de gaz en Argentine, Total acquiert avant toutes les autres grandes multinationales du secteur, des permis de gaz non conventionnels dans la province de Neuquén en Patagonie, y compris au sein d'une aire naturelle protégée. Le bassin de Vaca Muerta, qui s'étend sur 30 000 km 2 devient vite le nouvel eldorado des compagnies pétrolières telles que Chevron, YPF, Shell, Apache : l'Argentine serait le troisième pays mondial en terme de réserves potentiellement exploitables de gaz et pétrole de schiste.
Accaparement de terres, répression... les populations, notamment les communautés Mapuche et les petits paysans, qui souffrent déjà des impacts de décennies d'exploitation conventionnelle de pétrole et gaz se retrouvent piégées par la compagnie nationalisée et les majors étrangères. Le gouvernement a donné son accord sans les consulter.
