Luttes tribales, dit-on, séculaires, inévitables... Mais peut-on se satisfaire d'une explication aussi simpliste ? La réalité apparaît bien différente, et enfin compréhensible, quand on prend la peine de l'étudier de près. Au Burundi et au Rwanda, où coexistaient des groupes sociaux différents, des clans rivaux, c'est la colonisation, relayée par l'Eglise catholique, qui a semé les germes de la haine, transformé une lutte sociale en affrontement ethnique: les bombes à retardement exploseront bien plus tard, lorsque la majeure partie des intéressés auront fini par s'identifier à l'image qu'avait donnée d'eux le colonisateur belge, lui-même secoué de crises identitaires. Au Zaire, le président Mobutu joue de son côté en virtuose sur le clavier de l'ethnicité pour mieux apparaître, par défaut, comme le garant de l'unité du pays. Quoi qu'en pensent ses dirigeants, la Belgique ne saurait se désintéresser de ces drames sous prétexte que les pays concernés sont devenus indépendants. Et comment la France, au nom de la francophonie, peut-elle jouer les apprentis sorciers dans la région aux seules fins de faire pièce aux Américains? De la duplicité à la complicité, il n'y a pas loin. Or, c'est de crimes contre l'humanité dont il arrive qu'on se rende coupable là-bas.
