UN Secretary-General António Guterres, since early this year, has been calling on governments to come forward with significantly more ambitious actions by all parties under the Paris Agreement (PA) in order ‘to stop the climate crisis from becoming a permanent catastrophe’, which requires the limiting of temperature rise to 1.5 degrees Celsius from preindustrial levels.
