In the run-up to the Fourth High Level Forum on Aid Effectiveness (HLF4) in Busan, South Korea, at the end of November, Eurodad is publishing a major new report: "How to spend it. Smart procurement for more effective aid" assesses progress towards the aid effectiveness commitments and includes suggestions for a new and ambitious agreement in Busan. It constitutes one of the few independent civil society research reports ahead of the HLF4.
The report investigates how aid is actually spent, who the beneficiaries are and what the local economic impact is.
It builds on six country case studies in Ghana, Namibia, Uganda, Bangladesh, Bolivia and Nicaragua conducted by Eurodad together with local civil society organisations. It monitors the implementation of aid effectiveness commitments in the fields of procurement, aid untying and the use of country systems which were made in the Paris Declaration and the Accra Agenda for Action. Based on this evidence, it proposes a forward-looking agenda for policy and decision makers to consider in the run-up to the high-level forum in Busan: transforming aid through smarter procurement, and making aid spending work for the poor. |
