Résumé : |
Universal social protection is a potent development policy tool that can alleviate poverty, inequality and social exclusion. Few countries have been able to reduce poverty and improve living conditions on a broad scale without comprehensive social protection systems in place.
The international community’s consensus on the importance of social protection has been reinforced with the adoption of the 2030 Agenda for Sustainable Development. Target 1.3 of the Sustainable Development Goals stresses the role of social protection in ending poverty in all its forms, as it seeks the implementation of “nationally appropriate social protection measures and systems for all, including floors”. By 2030, the goal is no less than “substantial coverage of the poor and the vulnerable”. |

To achieve a sustainable transition by 2050, when more than nine billion people will live on Earth, there needs to be significant adjustment to the current patterns of consumption and production, delegations heard on 1 July 2014 as a United Nations high-level political forum considered a new report aiming to lay the foundation for a new global sustainable development agenda. The “prototype” Global Sustainable Development Report, created by the UN Department of Economic and Social Affairs, looks three generations back — from 1950 to 2013 — and 40 years into the future to 2050, to learn from what was tried, in order to put economies and societies on the path of sustainable development. |

The World Economic and Social Survey 2016 contributes to the debate on the implementation challenges of the 2030 Agenda for Sustainable Development. In addressing the specific challenge of building resilience to climate change, the Survey focuses attention on the population groups and communities that are disproportionately affected by climate hazards. It argues that, in the absence of transformative policies which coherently address the economic, social and environmental dimensions of development, building climate resilience will remain elusive and poverty and inequalities will worsen. To the extent that the differential impact of climate hazards on people and communities is determined largely by the prevalence of multiple inequalities in respect of the access to resources and opportunities, policies aimed at building climate resilience provide an opportunity to address the structural determinants of poverty and inequality in their multiple dimensions. |

This year’s edition, Reflecting on 70 years of development policy analysis, shows that many parallels can be drawn between the challenges currently facing the international community and those that confronted the world in the past. These lessons from the past are relevant to the implementation of the 2030 Agenda for Sustainable Development. In particular, the Survey highlights the importance of a stable global economy supported by coordinated global actions, well-functioning international trade and monetary systems, respect for national policy space, international solidarity and development planning. |
