In supporting adjustment programs, the Bank should ensure that there is adequate financing and government commitment to reform. Using the additional evidence available on economic outcomes, this report updates the analysis on the effects of adjustment lending on growth in aggregate incomes and on the poor and examines two areas that have been identified as problematic in the adjustment process: the recovery of private sector investment, and reform of public spending. The report is organized around systematic comparisons among three groups of countries: those that received a substantial amount of adjustment lending during the 1980s, those that received some adjustment lending, and those that received no adjustment lending. The first group, termed intensive adjustment lending countries, includes countries that received at least two structural adjustment loans or three adjustment loans of any type by June 1990, with the first loan effective by June 1986. Countries in the second group, other adjustment lending countries, either received their first adjustment loan later or had fewer loans. Non-adjustment lending countries had received no Bank adjustment assistance by June 1990.
