The agreement is of special significance, because it is the first of its kind to link countries from the 'developed' and 'developing' worlds. For Mexico the NAFTA represents another step down the road of economic liberalisation which its government has been pursuing for more than a decade. For the United States, it is the first stage in its wider policy objective of creating a hemispheric free-trade zone stretching from the Port of Anchorage in the far north to Tierra del Fuego in the extreme south. There is no shortage of candidates for membership, with governments from all over the region queuing up to join. The NAFTA thus has implications for countries far beyond its three initial signatories.
